A model is presented to efficiently select inter or intra coding mode for macroblocks at an anticipated packet loss rate. This model considers only a few most probable combinations of decoder errors at the encoder side and offers a low complexity algorithm for inter/intra selection to balance compression efficiency with error resilience.
