Recently, the telecommunication between individuals is performed frequently by the spread of the cellular phone and the Internet. However, when the disaster occur in a wide area, the network access that uses the same base station, and the communication becomes impossible. When one terminal obtains information and transfers information to other terminals in an ad hoc network, we can evade a fall of use efficiency by concentration of access. As a result, if the system uses the unicast and the balanced network, the delivery of the voice data becomes efficient. Moreover, "limit bit rate" can be examined easily.
