This paper proposed a quaternary backup capability algorithm, which solves the backup capability planning problem for multi-granularity bandwidth services. By choosing more low speed link resource, this algorithm effectively reduces the network upgrade cost with the guarantee of survivability, while satisfied the granularity constraint.
