Air interfaces of mobile communication are spreading widely because of diversified service demands, technology trends, and radio propagation conditions. This paper proposes the Radio High-way Network, which universally supports any mobile services and any mobile radio air-interface. As one example of the network, we analyze the optical TDMA signals for radio and show some requirements for radio-wave photonic devices
