Available bandwidth plays a very important role in Web and Internet applications such as route selection, load balancing and network security. This paper presents a novel technique of prioritized packet-pair probes for available bandwidth measurement. The new measurement overcomes traditional methods in that it needs no path assumptions and it works very well on any target link even under high traffic load conditions. The experiment results validate the new method and show good performances in tracking traffic variances
