OFDM is an effective modulation technique in high speed wireless data application, and it is suitable for frequency selective fading channels. In this paper, a jointly sub-optimal transmission algorithm for scalable video streaming in OFDM wireless systems is proposed, which exploits UEP in modulation and channel coding level. Under the constraint of total power, a fraction of sub-channels with high gain are dedicated to transmit streams; and the overall system performance is further improved by jointly optimizing the allocation of OFDM sub-channels, the number of scalable layers and the protection level of channel coding to minimize the end to end video distortion. Finally, we compare proposed scheme to the EEP scheme on the modulation and channel coding level. Simulations show that the proposed scheme can achieve much higher gain in worse channel conditions for video stream transmission
