A new method based on an efficient computational algorithm and a novel coding scheme is proposed for the design and implementation of an integrated video compression system. The proposed system offers better performance and more functionality over the state of the art encoding method, i.e. the MPEG. Multiple bit rate decoding, low bit rate encoding, and scalability of the method to very high resolution video are among some of the advantages offered by the proposed system
