The telemedicine is a new medical discipline that combined the traditional medicine and the communication, networks and multimedia technology in the medical industry. This paper presents the system design and development of a cooperative telemedicine environment for stomatological medical diagnosis. The system can support both for hospitals and patients engaged the stomatological diagnosis. The environment is based on a multi-layers distributed architecture, and is comprised by a collaborative toolkit of the videoconference tools, the cooperative stomatological medical imaging diagnosis tools and the electronic patient records for the remote diagnosis and consultation in the distance medical care. The system can be used as cooperative environmental for hospital and dentists for providing the remote stomatological medical service, medical consultation and electronic medical records exchanging in different locations
