In this paper, the construction of program integration tool (PIT) which supports to make prototyping systems of the C3I system is reported. In the C3I system, the specifications of systems depend heavily on commander's personality. It is necessary to examine the specifications of the system by constructing the prototyping system before an actual system is constructed. The PIT treats the data in the object system and the program which processes the data as parts of the system. The PIT can construct a prototyping system by combining those parts. In addition, it can construct and control a distributed system. It also offers graphical interface and the function to support construction and improvement of the prototyping system
