This paper describes the strategy adopted in a general software tool for generation and analysis of synthesis rules for Petri nets. With this tool, the user can design rules with the help of a functional synthesis language. By executing the rules, the tool can verify the synthesis process and detect any rule violations. In addition, performance analysis of the rules can be carried out by the tool to rapidly evaluate the efficiency of the rules
