New quarter pixel, block based, phase shifting filters are presented for drift reduction in a frequency scalable video coding architecture. Simulation results show that the performance of the new filters is significantly better than that of bilinear filters. Their performance approaches that of the `minimum drift' solution with a reduced implementation complexity
