An algorithm for decentralized estimation and its application to the automatic generation control (AGC) problem known as the load frequency control (LFC) problem in power systems are presented. The variables to be estimated are the frequency and tie-line power deviations for multiarea power systems. The system is modeled as a collection of independent dynamic subsystems, called control areas, connected through tie lines. The estimator design is done in two steps: first, a local model for each area is derived, and then, based on this model and a set of measurements, a local filter is obtained. The decoupling of the local filter from other areas is achieved through additional measurements on the variables affecting the interface variables. A three-area power system is given to illustrate the proposed design
