A nonparametric method is presented for the direct spectral analysis of power system dynamic performance after a disturbance. The monitoring technique developed uses a signal processing procedure for determining the time-frequency distribution of energy of the electromechanical oscillations. The quantities obtained from this distribution allow a robust monitoring of frequency, damping, energy content and interaction mechanisms of system oscillatory modes. The performance of the proposed method is studied for the example of a 10-machine, 39-bus test system
