The authors present a variable ordinal structure model for fuzzy reasoning. The model coincides well with the human image of fuzzy inference rules in the case where a system has multi-inputs and multi-outputs thereby facilitating the construction and modification of fuzzy inference rules. The model was applied to the problem of deciding the working order of assembling products of a factory group. Determination of priorities of the many products which the group has to assemble is a complex task. The fuzzy reasoning with the new model was effective in fulfilling the task in place of human beings. Experiments were done to verify the method
