A review of the current understanding of passive microwave remote sensing of soil moisture and examples of potential applications are presented. The potential platforms for such a system are the Earth Observing System (Eos) platforms planned for the late 1990s. Some of the relevant results supporting the implementation of a soil moisture microwave sensor are discussed. These results include data interpretation, the minimal requirements for sensor system design, and applications in hydrology and water management
