A packet-switching computer network used in the C3 system is introduced. This network analyzes packet delays in channels with various data rates, and optimum channel capacity is given in various packet input rates. The result obtained from a simulated testing system is the same as that of the theoretical analysis. It proves that the analysis is universally applicable
