The problem of adaptively managing the transmission bandwidth of the links of an integrated network by implementing optimal policies for access control of circuit-switched traffic is studied. Precise formulation within an optimization framework of the access control problem is developed. For the general problem of a multiplexer supporting traffic with different bandwidth requirements, a mixed integer programming formulation is developed and an efficient solution procedure is identified. A detailed quantitative evaluation of this access control procedure is conducted under different loading conditions, and it is shown that the present scheme yields superior performance characteristics compared to other known procedures
