The authors summarize a very general vector variation E-field formulation for the problem of plane wave scattering from infinite doubly periodic arrays of volume cells. The cells may contain 3D arbitrary and possibly composite scatterers. The stationary functional was derived using the general variational electromagnetics methodologies of S.K. Jeng (1983). The exact radiation boundary condition is absorbed into the variational functional via surface patch boundary elements. The volume is discretized using tetrahedral edge-based vector finite elements.<>
