The method of special overlapping decompositions of interconnected systems is applied to multi-area overlapping interconnected power system so that the system is decomposed into a group of pair-wise area or subsystem models. Its overlapping structures of subsystem models are decomposed according to the inclusion principle. In the expanded space, the decentralized linear quadratic controls are designed for decoupled subsystems. Genetic algorithm is used in search for optimal index matrix parameters and decomposition factor, which ensures the stability and dynamic performance indices of the system. At the same time, a new selection of GA fitness function is provided for promoting GA's optimal ability
