Increases in network traffic due to the expansion of IP broadband services in recent years have prompted researchers to examine optical networks that employ wavelength division multiplexing technology, optical switching technology, and autonomous-control protocol technology. Our group has been investigating a multi-layered network management system to support the integrated management and efficient operation of networks composed of multiple layers and various types of equipment. This paper proposes a management and control system and a customer control system for an MPLS/SDH/OTN multi-layered network consisting of optical cross connects and core routers having GMPLS control functions. It also summarizes the system development process and presents evaluation results. This system has been introduced as a testbed for open research and development and has been operating stably in this role
