This paper address the important issues of strategies of enhancing QoS for video transmission over 3 G wireless network, by taking the time-varying wireless channel condition and video codec characteristics into account. First, we present an end-to-end transport architecture for video streaming over 3G wireless network. Second, we analyse method of measurements of error rate and throughput. Third, we present packing scheme and error concealment and error resilience based on results of measurements of error rate and throughput in order to enhancing QoS. In the end, furthermore, we implement error resilience scheme of end to end video transmission system for enhancing video robust transmit. By integrated strategies, we can improve the end-to-end quality of services. The simulation results show our strategies can significantly improve the QoS
