This paper presents the design process of software radio based on Lab VIEW and the NI PXI-5670 cards, which are used as the universal software and hardware platform respectively. With the modulation toolkit, an arbitrary waveform generator based on software radio is implemented which realizes the modulation format of AM, FM, PM, FSK, PSK, MSK and QAM. An example for complex electromagnetic environment simulation shows its effectivity and validity
