Explicit congestion notification (ECN) used with random early detection (RED) is known to reduce delays for low-bandwidth delay-sensitive transport control protocol (TCP) connections by avoiding unnecessary packet drops and retransmissions. However, choosing the optimum values for buffer size and RED parameters is still an ongoing research topic.
