Industry clusters refer to the geographical centralization of enterprises of the same industry, or the correlation or supporting industries. Aiming at the limitation of the domestic research on this field, we establish the game-chain model of evolution games in this paper. And the forming process of the clusters under the asymmetry information is showed vividly and intutionistically from the microcosmic aspect. The conception of Grey number is imported into the model to settle the problem of the payoff value which can't be judged directly in the evolution games. Based on all above, we form the imitation model and manifest the developing track of the evolution games. And the solution of evolution stable strategy (ESS) can be obtained in the end. The imitation experiment shows that the numbers of the enterprises which participate in the cooperation has increased and the number of the enterprises which do not do that has decreased. And in this way the industry cluster is formed finally
