Wide-area measurement system (WAMS), based on technology of synchronized phase measurement, can precisely measure real-time dynamic information of power network. It will provide new methods that achieve real-time control, stability enhancement and transfer capacity improvement in power network. WAMS constructed in Jiangsu power network, includes several PMU substations, data concentrator and central analysis sever. The whole project had finished its second stage. It can independently monitor several important power plants and substation. The on-line transient stability control pre-decision system (OTSCPS) installs in WAMS. Combined with the existed EMS, state estimation is accomplished. Based on the result of state estimation, Transient stability assessment is made by OTSCPS. It enhances the adaptability and precision of preventive and emergency control of JiangSu power network
