Power line carrier systems (PLC) are widely used in China, which makes it difficult to design and manage the PLC frequency within the limited PLC spectrum. The author considers many factors which influence the frequency planning, defines two concepts of the generalized frequency repeat and the generalized frequency repeat channel group, and derives a chromatic number-queuing optimal mathematic model to determine the frequency planning and management of a PLC communication network
