The importance of large-scale computer communications services with a high-level overall performance (service quality) class is identified for the coming information society. The overall response time of end-to-the-same-end via a center-type remote information retrieval service is emphasized among various service quality realization targets. The set-up of a reasonable response time target figure (e.g. 2 seconds) from an end user's standpoint is the first step of the study. The next step is the reasonable allotment of segment figures among system components. The possible introduction of express (special delivery) service charges to the computer communication service tariff system is studied in connection with the coexistence of high/low performance level computer communications service requirements
