A remote water level and rain fall measurement data acquisition and monitoring system via GSM network (a public mobile cell-phone network) is presented in the paper. By sending and receiving short messages (SMs), the system achieves the functions of data transmitting, data processing, system diagnosing, alarm sending and report generating etc. The multi-layer system meets the requirement of large scale, multi-type measurement data and is more flexible than typical server and client system. As a low cost, good expansibility and high performance data acquisition system, this type data acquisition system can be applied in the fields of hydrological processes, environment and air pollution monitoring and control.
