Characteristics of 3G, such as soft capacity and cell- and services-specific capacity and coverage, require new radio resource management strategies to serve diverse quality of service requirements. Considering the dynamic pattern of QoS levels, our view of RRM considers utilization of both traffic channel and control channel capacity. We formulate the. uplink soft capacity of a 3G WCDMA cell as a function of bandwidth and interference and the capacity utilization of an individual user as a function of the user's traffic class and activity factor. A WCDMA uplink admission control algorithm is proposed which combines QoS renegotiation, service differentiation by priority, and adaptive channel rate- and type-switching. Simulation-based studies are performed. Results reveal that employing both channel rate- and type-switching is more efficient than using only one technique alone especially when RRM considers both traffic channel and control channel capacity constraints.
