This work presents the design of a of mm wave dielectrometer measuring cell, which allows the classification of a broad class of fluids, including those having a high value of loss tangent. The influence of a broad class of liquids on the Gunn diode generation characteristics of a dielectric semidisk oscillator is investigated.
