Cylindrical resonator operating in TM010 mode is used for permittivity measurement of disk samples. The measuring resonator with unloaded quality factor of 3000 for C band is designed and tested. A numerical simulation of the empty and partially filled resonator is used for determination of the resonance frequency dependence on disk permittivity. The measured permittivity value for the case of PTFE samples is in agreement with reference database. The method proposed is free of perturbation technique limitation being appropriate for estimation of variety of dielectric materials for the case when the applied electric field is normally oriented to the plane of the disk sample.
