Effective interoperability in advanced HF systems

This paper presents an analysis of the many factors which affect end-to-end interoperability in modern HF systems. It analyses the close linkage between interoperability, system configuration and performance highlighting the difficulties caused by the lack of proven methods and metrics for assessing system performance.
