Next generation wireless cellular networks aim at supporting real-time multimedia services and to have smaller cell structures like micro/pico cells. Small-size cells increase the handoff rate drastically. As a result, it is a challenge to provide stable QoS in these networks. We introduce a novel connection-level bandwidth controller framework to provide better QoS and to utilize the limited bandwidth efficiently. Both user mobility and the adaptive nature of multimedia services are taken into consideration. The framework combines a call admission control algorithm and a bandwidth adaptation algorithm. Simulation results show the strength of our proposed framework.
