Discussion of "Performance evaluation of electric distribution utilities based on data envelopment analysis"

The authors comment on the paper by A. Pahwa et al. (see ibid., vol.18, p.400-5, 2003) and ask questions related to the dual formulation of the data envelopment methodology, selection of the variables, and the usefulness of the efficiency studies.
