A single airport ground-holding problem (GHP) model based on discrete-event system (DES) is presented in this paper. According to the various characteristics of the airport capacity, the deterministic and stochastic cases as well as the corresponding algorithms are discussed. Parameters such as the runway landing service time (RLST), the cost ratio between the airborne delay and the ground delay, are analyzed in detail, the complexity of this algorithm is compared with the conventional algorithms. Simulation experimental results are presented to demonstrate the effectiveness of the algorithms.
