Security level and fuzzy controller are presented in this paper. Four fields of TCP/UDP ports and attack times are fuzzified as its inputs and overall security level of each kind of packet can be figured out. The value can be adjusted, according to the change of the packets' status. The controller can respond to these changes and take different actions respectively. So the controller is adaptive and intelligent.
