The importance of SPIHT output bits is quantified in bit error sensitivity (BES). Further, C-SPIHT is proposed to cluster output bits so that different bit-clusters have distinct but similar BES. Under wireless communications, this property helps to design unequal error protection. A fixed-length coding format is also adopted to improve error-resilience.
