This paper proposes a newly defined sensitivity called a statistical sensitivity. The statistical sensitivity is minimized, and minimum sensitivity structures are obtained via equivalent transformations. The sensitivity of linear systems can be interpreted by the controllability and observability concepts of the state-space.
