Necessary and sufficient conditions for the existence of a nonregular static state feedback that simultaneously assigns the zeros and the controllability indices of a system described by a state equation are given. The problem is shown to be equivalent to a matrix pencil completion problem and to the existence of a polynomial matrix with prescribed properties
