The clinch river breeder

The fate of the Clinch River breeder reactor project in Oak Ridge, Tenn., continues to be a seesaw struggle between Congress and the White House. In 1977, when President Jimmy Carter moved to kill the proposed $3.2 billion fast-breeder project by halting environmental hearings, Congress voted funds to keep it alive. Now, with President Reagan supporting the reactor, construction is threatened by opposition in Congress.
