Current challenges for lawful interception (LI)

Lawful interception is a legal requirement for CSP (Communication Service Provider) based on national laws and regulations e.g. TKG §94 in Austria or CALEA (Communications Assistance for Law Enforcement Act) in the US. The main bases for the general requirements were CS (Circuit Switched) systems. With the need of surveillance requirements for IP networks the discussion started: 'Is IP still telecommunication?' The current challenges are the separation of services and access and the transnational structure of IP networks is in conflict with the national needs for LI and seamless handover between different access technologies is an additional burden for Law Enforcement Agencies (LEAs). Is E2E the end of lawful interception? This paper points at these different challenges including a general approach to solve them.
