Practicing technological citizenship

Life, liberty, and the pursuit of happiness; hmm, those ring a bell. Those are rights that citizens of many countries enjoy. But citizenship also brings obligations such as being informed, engaged, and respectful of the general welfare. Meeting those obligations may have been easier two hundred years ago than it is today, given the pace and scope of changes in the way we live. Thus, my motivating question: does rampant innovation affect our rights and duties as citizens?
