"Oceans: Our continuing frontier" A national oceanic educational program prepared by courses by newspaper

Oceanic education is not an idea whose time has come. At least not for large numbers of Americans. That seems clear enough to me after spending a year developing, promoting and administering a national mass oceanic education project in1 975-76. It is argued that when there was a major opportunity to promote oceanic education among millions of Americans in the Fall of 1976, those most involved with and concerned about the oceans - such as those who organized this conference - seemed to be asleep at the helm. By this I mean that creative local programming designed to attract interest was noticeably lacking during the sixteen weeks our series appeared nationally. We cannot create such programming from San Diego; we can only encourage it while offering an excellent vehicle for publicity, newspapers carrying the weekly articles over a four-month period.
