Limits on the single-pass higher harmonics FEL operation

The Lawson-Penner limit is used to gain some insight on the best performances of a single-pass higher order harmonic FEL operation. It is pointed out that under suitable conditions, a low energy accelerating device may be used to obtain FEL operation in the visible or UV region.
