Project manager's guide to achieving testability

The UK Ministry of Defence has relied on an interim Defence Standard, serial No 00-13, to mandate that all electrical/electronic equipment procured by Her Majesty's Government is inherently testable. This paper argues that the prescriptive approach, determining how Original Equipment Manufacturers (OEMs) are to manufacture equipment, is untenable and a new methodology is required. In particular, the employment of third party assistance from design through to in-service use is viewed as paramount if the benefits of design for test are to be realised.
