Spatial information processing for decision-making support of siting sources of technogenic hazards using computer technologies

To promote the validity of the managerial decisionmaking on the siting sources of technogenic hazards involving the sustainable use of the areas while achieving an acceptable quality of the environment, we propose a new principle to describe heterogeneous data of the objects involved in the management of sources of technogenic hazards based on the choice of membership functions, which allows formalization of fuzzy data on the location of technogenic hazard sources. We developed a new analysis method of topological characteristics of sources of technogenic hazards for information support at decision-making in the technogenic safety management under uncertainty of the state of sources of technogenic hazards. The method is based on the formation of 3-dimensional thematic layers, each of which corresponds to a possible siting sources of technogenic hazards based on multiple criteria (distance to the ground water, settlements, etc.) recorded in current regulations. A prototype of the information system of decision support was developed using the comparative analysis of the areas suitable for siting technogenically hazardous objects. The system was tested; it is exemplified by solving the problem of industrial waste disposal, taking into account a set of constraints. The developed tool allows processing data on technogenically hazardous objects in view of the proposed approach, which takes into account not only metric characteristics, but also expert evaluations as opposed to the systems based on digital processing spatial data that are currently being used in departmental enterprises.
