Assessing R&D productivity: Perspectives of Research Organizations

Activities carried out in Research Organizations (ROs), as in other organizations, becomes more oriented to efficient use of limited resources by transforming them into high quality R&D products. Traditional methods for performance assessment cannot be applied to ROs successfully as they differ from business enterprises in their different nature, work content, specificity and multi-dimensionality of created products, spontaneity of activities, data time lag and other features. The paper presents the ROs productivity assessment scheme, which allows the evaluation of activities carried out in ROs from the perspective of their activity types. The created scheme is tested empirically using Multi-Criteria Decision Making analysis methods.
