Security-based congestion management considering power system components' uncertainty

One of the most important concerns in the smart grid environment is congestion management which is performed by independent system operator. In this paper, in addition to generation rescheduling, demand response resources (DRRs) as a consequence of demand response programs are utilized in smart grid environment in order to relieve the transmission congestion. Previously, congestion management was implemented without considering the uncertainty of power system. Herein, the stochastic congestion management with taking into account the outage of generation units and transmission lines is presented. The power system is presented by the DC model for power flow calculation which uses Transferred Power Distribution Factors (TPDFs) to describe the relation between generators/DRRs and line power flows. The proposed framework is applied to the 24-bus Reliability Test System (RTS) so that the results of stochastic congestion management and deterministic congestion management with existence and no existence of DRRs are compared with each other.
