Reuse at the enterprise, national and international level

For reuse to become practical at all levels of use (enterprise, national, and international), will require an infrastructure that addresses the problems that are unique to each of these levels, plus one that by its existence helps a consumer sort through all the Reusable Software Components (RSC) products offered.
