Observer design for a polynomial system with time delays via sum-of-squares

An observer for a polynomial system with fixed time delays is proposed. The design relies on the sum-of-squares technique. Simulations are presented, ability of the algorithm is demonstrated on the FitzHugh-Nagumo neuron model.
